Add Workflow APIs

Workflows (automations) now have a full public API: manage workflows, triggers, and steps — including conditional splits and split tests with branch/variant placement — enable or disable a workflow, fetch its entire structure as a single tree, and list or manually enroll contacts into runs. This is a BETA feature — reach out if you'd like access. We also added create/update endpoints for Email Templates while we were in there, so templates used by workflow and broadcast emails can now be managed via the API too.
