Create Image and Update Image return the image's permanent URL

Create Image and Update Image with an upload_source_url now return the image's permanent url straight away. Before this, the response held a temporary link to the file's processing copy. That link stopped working within minutes, and the permanent URL only appeared on a later fetch.

The file is still processed in the background, so for the first few seconds the permanent URL can answer 403 for a new image, or still show the previous file for a replaced one.
