Create resend drafts for unopened broadcast recipients

You can now prepare a follow-up to contacts who did not open a broadcast with
POST /api/v2/emails/broadcasts/:id/resend_unopened, also available through MCP.
It creates an editable draft with the published email, sender, topics, A/B settings,
and non-opener audience, saving you from assembling the copy and audience by hand.
The original must have been complete for at least 24 hours. Review or adjust the
new draft before sending it with the existing send action.
