Cancelling a broadcast send returns the broadcast to draft

DELETE /api/v2/emails/broadcasts/send_actions/:id now cancels the broadcast's send the same way Convert to draft does in the dashboard: the broadcast goes back to draft and all of its send actions are removed, so you can edit it and send or reschedule it with a new send action. Once sending has started it returns 422, because a send that is already going out can't be pulled back.

Previously the call removed only that one send action and left the broadcast scheduled with nothing behind it. It never sent, it showed as scheduled forever, and the API had no way to reschedule it because PATCH only accepts drafts.

Agent examples: move tomorrow's newsletter to next week by cancelling and resending it · call off a scheduled announcement and know it won't go out.
